The action takes place on a massive continent that makes North America look like Hawaii. It's named Valfel and features every sort of climate known to man. In the north, it's cold and mountainous, and where races such as the orcs reside. In the south it's a hot, humid network of rain-forests and rivers inhabited by amazons, sea-faring races and forest Naga species. In the west and east it's a milder balanced climate, featuring mountainous dwarf empires, secluded elven kingdoms, and the vast nations of human beings. In the middle of the continent is the Desert, given no name because nobody could wonder -which- desert you're talking about since it's enormous. Life blooms in the center oasis and around the sparse rivers, civilizations resembling Egypt with more magic and elves. This is also where a majority of the sand Nagas come from, obviously.
The place has seen tens of thousands of years of society, great wars and upheavals, unifications and divisions, but in the modern era has achieved some form of balance, with most of the nations more or less at peace with each other, for now.
The Order has set up five major strongholds and a network of bases and safehouses.
Order Headquarters is a titanic complex housing advanced technology, the main prison facilities, a library beyond compare, and quarters were millions live underground. It is a magically compacted space, existing within the frame of a completely unassuming house in the suburbs of one of the major cities on the continent, Ravenholme. HQ has an Alpha-class Foeshield around it that is active at all times, preventing those with the intent and power to do harm to the Order to come within the base, except under lock and key. This shield is one of the strongest barriers in history and has only dropped a handful of times, the bleakest hours of the world.
The Citadel on the Mount is contained within the hollowed out Mount Raven, in the northern Spinal Ranges that form a barrier between Orc and human territories; certainly a hot spot that needs to be held down by constant supervision. It, like all Citadels, has a much weaker partial Foeshield around its main entrances. The Citadel features an especially large air force, given the rugged terrain it's charged with monitoring, as well as being one of the more diverse bases, with more orcs than any other facility.
The Citadel in the Deep is a base situated underwater, amidst the Barrier Reefs in the south, partially buried under the ocean's floor and partially contained in stupendous networks of domes. The Deep Citadel monitors the merpeople and other intelligent maritime species, as well as the entire southern coastline and the nations that inhabit it. It is the main staging area for the Order's modern and well-kept navy.
The Citadel in the Plains is the most 'unremarkable' of the Citadels, being 'merely' a fifteen kilometer long base standing proudly above the plains in the western part of the continent. It monitors a majority of the entire continent's farm and grazing lands, the nomadic tribes of various races that move along these areas, as well as the largest elven civilizations in the world and the western coastline. In times of famine or drought it is charged with distributing emergency relief to basically a fourth of the entire continent.
The Citadel on the Islands is situated on one of the few island chains near Valfel, technically five separate bases that operate as one and are linked by a networked shield and supply system. They are responsible both for the north and east shorelines as well as part of the eastern lands, mostly dwarves and human territory. Like the Citadel in the Deep, it has a sizable naval presence, but also boasts a proud air force that rivals HQ's.
Along with these five titanic complexes, there are about fifty more standard Permanent Bases set up across the continent to fill in gaps in coverage between the larger bases. These facilities are smaller and weaker, although still outfitted with the tools to take down supernatural foes and protect the people.
There are several nations which divide up the continent, whose borders used to shift with constant warring but are now fairly fixed. Feel free to improvise with these as I haven't thought them out fully yet.
A version of the United Nations exists, which is the body that the Order reports to each year and derives a portion of its funding and recruitment from. All races in the world as well as almost every nation have a seat at the table, as well as large business cartels and representatives of the major religions.
